Summary
A report on the progress of Council’s Delivery Program 2022 – 2026 is to be presented to Council on a half-yearly basis in accordance with legislative requirements of the State Government’s Integrated Planning and Reporting (IP&R) Framework.
Operational Plan Objective
C.11.1 – Conduct Council business with transparency, accountability, compliance and probity that ensures community confidence in decision making.
P.43 – Plan, monitor and report on the delivery of services and initiatives in accordance with the Integrated Planning and Reporting Framework under the Local Government Act.

Background
Council’s Integrated Planning & Reporting (IP&R) documentation reports information in a transparent and streamlined process to provide easy access to information for residents.
Reflecting the IP&R Framework, reporting follows the structure of the Delivery Program 2022 – 2026 and Operational Plan 2023 – 2024, which delivers upon the strategic goals identified by the community in the Burwood2036 Community Strategic Plan.
This Half-Yearly Report is the first report for the Operational Plan 2023 – 2024 covering the period from 1 July 2023 to 31 December 2023.
The strategic goals are divided into five themes:
· Inclusive community and culture
· Places for people
· Sustainable and protected environment
· Vibrant city and villages
· Open and collaborative leadership
Each strategic goal is divided into actions which represent the specific initiatives Council proposes to implement to achieve the identified targets. The Delivery Program includes a total of 137 actions which are incorporated into the Operational Plan.

These requirements support and promote a continuous risk evaluation process for staff and management which allows the identification of risks and opportunities at an early stage in the delivery of activities/projects.

Some significant milestones during this timeframe include:
· The Safer Burwood Strategy was adopted by Council in December 2023.
· The Youth Action Plan was presented to Council and was placed on public exhibition.
· Council partnered with the Burwood Chamber of Commerce to deliver a number of initiatives during Small Business Month including the Burwood Business Expo.
· An event was held to celebrate 90 years of the Enfield Aquatic Centre.
· The use of Council’s Mobile Play Van service continued to grow with a new record of up to 56 families attending a day.
· Work continues on the significant Western Sydney Infrastructure Grants Program (formerly WestInvest) projects.
· The draft Burwood North Masterplan was placed on public exhibition.
· 67 events were delivered in the library with community partnerships.
· Council’s work in multiculturalism was recognised at a State level with Council’s Multicultural Services Officer receiving an Excellence Award.
· A new 280sqm floor decal, inspired by Burwood’s multicultural heritage, was installed along the entire length of Unity Place bringing increased vibrancy and a sense of discovery and play.
· 121 new projects were exhibited on Participate Burwood attracting 19,323 views.
· The Burwood Unplugged program was launched in August 2023 with five performers/performance groups delivering 15 performances across the Burwood LGA.
· Work on the Burwood Park Pond, Sensory Garden and Nature Play project continued with the Pond opening to the public in December 2023.
· 120 residents received their Australian Citizenship at two ceremonies.
· Council secured funding for new playground equipment and outdoor fitness stations for Flockhart Park.
· The Street Tree Masterplan was completed and planting locations for an additional 100 street trees were finalised.
· The extended trial of the Food Organics Garden Organics (FOGO) continued with 65.48 tonnes of FOGO material collected between July and November 2023.
· Four major public art projects were delivered and entries to the 2024 Burwood Art Prize opened.
· Burwood was featured in a full page and half page editorial in the Sydney Guide and the Greek Street Fair was featured in the Time Out and Concrete Playground publications.
· The draft Customer Experience Strategy was endorsed for public exhibition in November 2023.
Consultation
Once the Half-Yearly Report is adopted by Council, it will be made available to the public on Council’s website.
Planning or Policy Implications
In accordance with s 404 of the Local Government Act 1993 the General Manager must provide progress reports to Council, at least every six months, as to its progress with respect to the principal activities detailed in Council’s Delivery Program. Burwood Council’s Operational Plan 2023 to 2024 requires that public information is made available in a timely manner.

No Financial implications.
Conclusion
Council’s Delivery Program 2022 – 2026, Operational Plan 2023 – 2024 and the Half Yearly Report 1 July 2023 to 31 December 2023 provides Council with ongoing updates on the progress of the objectives identified in Council’s Delivery Program and Operational Plan.
That Council endorse the Half-Yearly Report 1 July 2023 to 31 December 2023.
